NJ.com: In support for home rebuilding, fish lose out

The long,
drawn out spectacle of securing federal aid for the homeowners, businesses and
states affected by Superstorm Sandy is likely to draw to a close this week,
barring some new Congressional diversion. The emergency supplemental will
provide financial relief across a wide range of issues. One area that will not
receive support is restoration of coastal habitats affected by the storm
through community based programs run by the National Oceanographic and
Atmospheric Administration' Restoration Center (NOAA).
