In a split vote on Tuesday, City Council voted to allow fresh bait sales to surfcasters on the beachfront. The 3-2 council vote followed more than a year of discussion as Richard Orth, the owner of a bait and tackle store in West Cape May, pushed for approval. Council shot down Orth’s idea last year.

“I got turned down the first time so I came back with a new request,” Orth said.
