NJ.com: Former West Milford mayor appointed to N.J. Highlands Council

The veteran chairman of the state Highlands Council, John Weingart, has been replaced on the council by a former West Milford mayor who has long sought to limit development in a town that has the single-most Highlands acreage. Environmentalists hailed the appointment of Carl Richko. He was the direct choice of outgoing state Senate President Richard Codey (D-Essex), who moved the nomination prior to the end of the legislative session, and had it approved late today by Gov. Jon Corzine.
